Character can use +4 implants, just never bought any due to selling the character

umm ok, u sent me isk without me confirming the buyout?

transfer put on hold until CCP fixes the character transfer.
Cards are being declined for the transfer.
still confirming ISK has been sent to me and character is sold to Animal.
awaiting CCP's response to my petition.
